Wigan Council is planning to step up its work with data that complies with the Scalable Approach to Vulnerability via Interoperability (SAVVI) standard.

iStandUK, the organisation that promotes data standards in local services, said that Wigan is aiming to expand the use of shared data across a range of vulnerabilities, including the NHS shielding list follow-up and domestic abuse.

It will initially focus on documenting its use of shared data within the SAVVI framework to fulfil responsibilities under the Civil Contingencies Act.

This is intended to enable the development of relevant items for the SAVVI catalogue, help to improve the data standards and model process, and to identify areas where Wigan can further improve its data sharing approach.

The plan follows the council’s earlier work in using vulnerability data in its response to the Covid-19 pandemic.

Huge leaps

Gemma Bathurst-Whittle, its service manager for strategy and intelligence, said: “We have been working on our civil contingencies data project for a while now and the team are making huge leaps towards ensuring we can give our most vulnerable residents the best service possible in the event of an emergency or incident.

“Working with SAVVI will ensure that we not only follow good practice throughout this project but it also gives us a platform to enable us to share our great work further.”

The project will be part of the third phase of the SAVVI programme, which was outlined by iStandUK in March. Last year the organisation created a tech working group to promote a dialogue between public authorities and the IT industry on the adoption of the standards.

SAVVI has been designed as a scalable approach to finding and supporting vulnerable individuals and households that councils and their partners can re-use over several areas of work to address different vulnerabilities.
