The Scottish Government has signed Deloitte to help develop a digital solution for Social Security Scotland.

The company is to take on the role of technology configuration partner, primarily to work on the OutSystems low code platform previously procured by the Social Security Directorate.

It has agreed on a £9.1 million deal to work with the agency, which was set up in 2018 to administer devolved benefits in Scotland.

The Scottish Government said the platform has the capacity to be configured to integrate with Social Security Scotland’s existing IT systems, and to support the future development of new solutions.

According to the contract award notice, Deloitte was the only company to submit a tender.

The deal marks another significant step in the spread of low code platforms – which enable the design of digital services through configuration rather than in-depth coding – in the UK public sector. OutSystems’ platform has been increasingly used in local government with deployments by councils including Worcestershire, Devon and Hackney.
