NI Land and Property Services signs Equiniti ICS

Northern Ireland’s Department of Finance (DoF) has signed Belfast company Equiniti ICS as revenues and benefits delivery partner to the Land and Property Services (LPS) agency.

The £13.8 million deal, set to run for nine years after a two-year implementation period, is the latest step in the Nova digital transformation programme.

It will make the supporting software available for Northern Ireland’s local authorities and other bodies involved in the process including the Department of Health and Department of Justice.

According to the contract notice, LPS needs a digital solution for the transformation of its revenues and benefits service. This is expected to take in the collection of rates for domestic and non-domestic properties, the administration of rates relief such as housing benefit, managing interfaces with internal and external applications of LPS, assisting with the setting of district and regional rates.

The system is also expected to be sufficiently flexible to support any changes in the business needs of LPS.

There is an option to extend the contract for three periods of a year each, and the potential for its value to increase with any changes in the technology and operational requirements. Equiniti specialises in case and information management systems for the public sector as well as providing professional services.

The award comes a month after the publication of a contract award to Version1 as integration partner to LPS in another element of the Nova Programme.
