Liberata strikes deals with Hounslow and Hillingdon

Company extends presence in London boroughs with contracts for a range of IT and support services

Government services provider Liberata has announced new deals with two London boroughs for a range of corporate functions with a large IT element.

It has won agreement to extend its business with long term customer Hounslow, and taken a role in revenues and benefits and customer service at Hillingdon.

The Hounslow deal is the much bigger of the two, set to run for seven years – with an option to extend for another three – valued at up to £75 million, and involving a range of services to support the council’s digital transformation efforts. It will involve the TUPE transfer of 90 council staff to the company.

In addition to IT services for the council’s revenues and benefits, HR and payroll systems, Liberata is taking on a range of administrative services including those for council tax, business rates, housing benefit, HR, payroll, rent accounting, cash accounting, post and print.

The HR and payroll functions extend to many of the borough’s schools – possibly 57 of the 75 – reflecting Liberata’s support for schools under several other local authorities.

Automation and analytics

Vijay Chandiramani, the company’s chief operating officer, indicated that there will be an emphasis on automation, data analytics and its transformation frameworks in providing the services.

The deal marks a new stage in the 11-year relationship between Liberata and Hounslow. Over the past two years it has set up online services for council tax and housing benefit claimants in the borough.

Its five-year contract with Hillingdon, valued at £5.4 million, involves supporting the administration and digital transformation of revenues and benefits and related customer services. Again, Chandiramani pointed to the importance of process automation and data analytics in the plans.

Councillor Jonathan Bianco, Hillingdon’s cabinet member for finance, property and business services, said: “Liberata, with its proven services, expertise, deep understanding of Hillingdon and a unique partnership ethos, has the credentials to help us address the financial challenges that we and many other local authorities face.”

The new contracts indicate a continued momentum for Liberata’s business with government. In the latter months of last year it announced deals to provide finance and payroll functions for HM Courts and Tribunals Service and a range of services for Worcestershire County Council. It also extended a services partnership with the London Borough of Bromley.
